1. Who you are dealing with

"We," "us," and "our" mean The Portugal Civics Issue LLC. "You" means the person using the site or the study platform.

2. What these terms cover

These terms apply to:

  • theportugalcivicsissue.com and its subdomains, including student sign-in at learn.theportugalcivicsissue.com/dashboard/
  • learn.theportugalcivicsissue.com, the practice and question bank area
  • Any plan you buy for access to those

Our newsletter at read.theportugalcivicsissue.com runs on Substack. Your use of that platform is governed by Substack's own terms. What we do with your subscription is covered by our Privacy Policy, because the subscriber list is ours.

Creating an account or buying a plan means you accept these terms.

3. What we sell, and what we do not

We sell access to study materials and a question bank covering the subject areas the Portuguese nationality law names. We organize preparation around five themes: History, Culture, National Symbols, Political Organization of the State, and Fundamental Rights and Duties. The law names the subject matter; the five-way split is our editorial framing, not a structure the statute imposes.

We are independent. We are not affiliated with, endorsed by, sponsored by, or acting on behalf of the Portuguese government, AIMA, the IRN, the Assembleia da República, or any body that administers or will administer the Teste Nacional de Integração e Cidadania.

We do not reproduce the official exam. As at the effective date above, Portugal has not published the TNIC's format, its number of questions, its passing score, or where and how it is taken. That detail sits in an implementing regulation that has not been issued. Our materials cover the subject matter the law names. They do not replicate an official exam, because there is no published exam to replicate. Anyone claiming to know those details is guessing, and that includes us, which is why we do not claim it.

We review this section whenever the regulation moves, and we update it in the same week.

This is information, not legal advice. Nothing on the site or the platform is legal advice, and using it creates no professional relationship between you and us. Nationality and immigration decisions turn on individual facts. Take yours to a qualified Portuguese lawyer or a registered immigration professional.

We do not guarantee any outcome. We do not guarantee that using our materials will result in passing the TNIC, obtaining Portuguese nationality, or any particular decision by any authority. No one honestly can.

4. Your account

You need an account to use the study platform. You agree to give an accurate email address, keep it current, keep your sign-in credentials to yourself, and use one account for one person.

Accounts are personal. Do not share your account, your sign-in link, or your credentials. We may suspend an account that appears to be shared.

You have one account. Once you're signed up, signing in takes you straight to your dashboard.

You must be 18 or older to create an account or buy a plan. The platform is not built for children and we do not accept accounts from them.

5. Plans and payment

Payment provider: to be determined. We are finalizing who processes payments for The Portugal Civics Issue, and we will update this section with the provider's name and role once that is set. Payment will be handled by that third-party provider — you give your payment details to them, not to us, and we never see or store your card number.

Your purchase will also be subject to that provider's terms once it is in place. We will name those terms here when the provider is confirmed.

We offer three paid plans and a free trial:

The price of each plan is shown on the pricing page and again at checkout before you pay anything. Where the payment provider supports it, the price may be shown in your local currency.

Every plan gives the same access: all five themes, the full question bank, and everything else on the platform. We do not sell themes separately.

The free trial runs 3 days, does not ask for a card, and is available once, on the monthly plan only. It is not offered on the 3-month or yearly plans. It does not convert automatically. When it ends, access stops unless you choose a plan.

Canceling. You can cancel a monthly plan at any time before it next renews, from your account or by emailing us. Canceling stops the next renewal. It does not shorten the period you have already paid for, and on its own it is not a refund request. The 3-month and yearly plans are a single charge and do not renew, so there is nothing to cancel. Access ends when the term does.

Price changes. We may change prices. A change never affects a term you have already paid for. Notice is covered in section 12.

6. Refunds

Refunds are covered in our Refund Policy. Once a payment provider is in place, that provider's own refund terms may apply to your purchase as well. Where your local consumer law gives you cooling-off or withdrawal rights, those rights override any policy.

7. What you may and may not do with the materials

We own the study materials, the question bank, and the explanations, or we hold the rights to use them. A plan buys you access, not ownership.

You may use the materials to study, for yourself, for as long as your plan runs. Print or save what you need for your own study.

You may not:

  • Copy, republish, or redistribute the question bank or study materials, in whole or in part
  • Scrape, bulk-download, or use automated tools to extract content
  • Share your account or resell your access
  • Use the materials to build a competing product or to train a machine-learning model
  • Remove or obscure any attribution or notice

The question bank is the product. Passing it on is the one thing that takes the business apart, and we act on it when we find it.

Schools and organizations: giving access to your students is a partner arrangement, not a personal plan. Write to chris@theportugalcivicsissue.com.

8. Accuracy, and what happens when the law moves

We work from primary sources. We check legal claims against the primary text before publishing them, and we date what we verify.

Portuguese nationality law is being actively amended and the TNIC's implementing regulation is still pending. Material on the platform can be overtaken by events. When it is, we update it and say that we did.

Find something wrong or out of date, tell us at chris@theportugalcivicsissue.com. We will correct it.

9. Suspension and closing accounts

We may suspend or close an account that breaks section 7, that is shared, or that is used to abuse the platform or other users. Where a breach is minor and fixable, we will tell you what the problem is and give you a chance to fix it first.

If we close your account for a reason that is not your fault, we will refund the unused part of your term.

You can close your account at any time by writing to us.

10. Availability and liability

We do not promise the platform will be available without interruption. We run maintenance, and the services we depend on have outages.

We provide the platform and the materials with care. We do not warrant that they are free of errors, that they will suit your particular situation, or that they will be available at all times.

To the extent the law allows, we are not liable for indirect or consequential loss, and our total liability to you on any claim is limited to the amount paid for your plan in the 12 months before the claim.

Nothing here limits liability that cannot be limited by law, including for fraud, or for death or personal injury caused by negligence.

If you are a consumer in the EU, the EEA, the United Kingdom, or anywhere else with mandatory consumer protection law, your statutory rights apply in full and nothing in these terms removes them. Where these terms conflict with those rights, those rights win.

11. Governing law

These terms are governed by the laws of the State of Texas, United States, without regard to its conflict-of-law rules.

If you are a consumer resident in the EU, the EEA, or the UK, this does not deprive you of the protection of the mandatory laws of the country you live in, and you may bring proceedings in your local courts.

12. Changes to these terms

We may update these terms. If a change is material, including any change to the price of a plan, we will email account holders at least 30 days before it takes effect, unless the law requires something faster. For a price change you can cancel before the new price applies to your renewals.

The same 30-day notice applies to our Privacy Policy and Refund Policy.

The version number and effective date at the top tell you which version you are reading. We keep prior versions and will send you one on request.
